ORCSD Advisory Budget Committee (ABC) Update
Date:   February 3, 2011
Purpose: For publication in town and school newsletters

The School District Meeting, “Deliberative Session”, is next Tuesday, February 8th at 7 PM in the High School Auditorium.  This important meeting gives every community member an opportunity to make amendments to the Warrant Articles and voting occurs throughout the evening.

School Board members will explain the Warrant Articles that deal with the collective bargaining agreement between the Teachers' Guild and the School Board, the capital improvement items, the appropriation of funds to two separate expendable trust funds, and to raise funds for the operating budget ($37,424,552).  Recommendations or revisions to the budget can be made at this important meeting. If Warrant Article 8 fails after this meeting, when voted on March 8, the operating budget shall be the Default Budget of $37,155,241 (same as last year with certain adjustments).

ABC Budget Statement
The ABC made recommendations in its report of January 3 (see link below), presented to the School Board, based on the data it was given in December.  We as a committee are pleased that the School Board and the Administration made some reductions before finally proposing this operating budget, but we believe additional reductions could be made without damaging our shared goals of effective and efficient education of our students.  We are particularly concerned about one time savings being spent on recurring costs.   Although the budget has gone down for the first time in recent memory, taxes for all three towns will increase because of declining revenue.
The ABC voted against recommending the budget in Article 8 by 5 to 2.

Additional Information

The election to approve the School District Warrant Articles and select new School Board members will occur March 8, 2011 in the respective towns.

The posted FY2011-2012 budget for the Oyster River Cooperative School District can be reviewed by going to Google Docs for the full budget data as well as visual graphs and charts of the data.  The links to the budget documents are:

IRS Tax Forms Available Soon
The Library will have a limited supply of some IRS tax forms available for distribution by mid-February.  The delay in receiving the forms is due to the mid-December tax law changes enacted by Congress and signed by President Obama.  The IRS needs time to reprogram their processing systems to include these changes.

The library anticipates that once available, our limited supply of forms and publications may run out before the end of the tax filing period.  If so, there are several ways to get the forms and publications you may need to file your taxes:

  • Online at www. irs.gov.  Please note that if you choose to print out forms and publications at the Library, the fee is 10¢ per page.
  • By phone at 1-800-829-3876
  • Through IRS FREE FILE, available at www.irs.gov.  IRS FREE FILE provides options for free brand-name tax software or online fillable forms plus free electronic filing for taxpayers who make less than $58.000 per year.

Video Competition for Teens
New Hampshire teen filmmakers have a new opportunity to showcase their creativity and have their ideas heard. The Young Adult Librarians of New Hampshire announce the “You Are Here” Teen Video Challenge 2011, part of a national competition to create short public service announcements that promote reading and public libraries.

- Teens are asked to create 30- to 90-second videos promoting their library’s summer reading program, centered on the slogan “You Are Here,” a theme that conveys the idea of teens as part of a diverse country and world where all are unique and important.

- Entries must encourage using public libraries to learn about ourselves, the world and the fun of reading. They may be in English, Spanish or use music as their only sound. Deadline to enter is March 7, 2011.

- Videos will be judged on: creativity, message clarity and relevance, motivation and inspiration, and overall impact. Participants must be 13-18 and legal residents of New Hampshire. They may work on their own or as a team.

New Hampshire’s top entry will be awarded $250, with the filmmaker’s library receiving $100. The winning video will join other state winners as official national Collaborative Summer Library Program 2011 Teen Video champions and be used to promote summer reading across the United States.
